Prefect Mercer represents the oldest and richest area of [[Vesuva]], and as such, has tremendous political power. The other prefectures basically acquiesce to his will or he ignores them, like the Dockyards and the Industrial prefecture.
[[The Party]] discovered that Mercer was aiding [[Eldanoth]] and opening the[[portal]] in the [[Center Temple]] to communicate with him. He was also discovered to be leading the [[Assassin's Guild]]. Under the loose and deniable direction of [[Jarek]] and the [[Adventurer's Guild]], [[the Party]] put an end to his nefarious activities with extreme prejudice.

In the resulting power vacuum in [[Vesuva]], the Ackerman clan, under [[Renate Ackerman]] has been tapped to reclaim their role in the Vesuvan power structure.
